Missing Plots’ Files Probe Investigation onto CDA, Committee Formed

PAKISTAN

The Secretary of the Ministry of Interior has taken notice of the plot files that reportedly have gone missing from the CDA. Therefore, the Secretary has directed the Authority’s administration to thoroughly investigate the matter.

CDA Chairman Capt (R) Anwar ul Haq has authorized the formation of a committee on the issue, which will include FIA and IB officers for the first time. CDA Deputy DG Land has requested the Ministry of Interior to reach out to FIA and IB for inclusion of members of the committee in a written letter.

The letter states that the Land and Rehabilitation Directorate of CDA is receiving applications from people every day, claiming that authentic documents of their plots have been lost, and they are deprived of possession of their plots.

These files cannot be replicated, as the pertinent record of allotment of these plots, which includes red entry, embossed stamp, original revenue, and land acquisition records, is also unattainable.

Most of the time, the investigation of these cases is carried out by the Security Directorate, but it hardly brings forth any beneficial results. Many potential investors, who are not involved in fraudulent activities, also keep circulating for the transfer of their plots.

The Secretary of the Ministry of Interior has therefore ordered relief for innocent people suffering through the grave concern until the issue has been resolved.

The CDA chairman has composed a six-member committee to investigate the issue. The committee includes high delegation officers, Director Security, Director Land or Deputy Director Land, one representative from the Planning Department and Law Department, and one representative each from IB and FIA. The four-point ToRs of the committee have also been approved. It will investigate and unveil the actual number of missing files of plots. Additionally, it will propose corrective or criminal action against officers and officials involved in it to avoid further events in the future. The committee will provide possible recommendations towards easing the hardships of common citizens and ways through which they can get relief. The committee will prescribe penalties upon the CDA officials, as well as people who caused fraudulent transfers.
